The 2009 Communications Act allows the government to monitor telephone calls, e-mail, and internet usage without a warrant.

In 2015, the government announced it was working on several electronic laws that were aimed at tightening internet based communications.

In addition to this, journalists have been the target of attacks by political parties. Internet penetration is around 23.4% of the population, and mobile penetration is 102%. The internet and broadband sector is quite competitive and there have been a number of developments in 3G and LTE network rollouts.
