The 1950 Penal Code Act, 2000 Press and Journalist Act and 2002 Anti-Terrorism Act nullify any constitutional provisions for freedom of expression.

There have been a number of arrests of social media users that were critical of the government and there were orders to shut down Facebook, Twitter, WhatsApp and mobile money services on the eve of the February 2016 elections and also in May.

The government has made use of Twitter bots to manipulate online conversations, in order to make them more positive regarding the government. Internet penetration is 19% and mobile penetration is 51%.

There has been an increase in internet access, with prices becoming more affordable and also international investment in the country’s ICT sector.
